The Climate Change Conference in Bali laid key foundations for negotiations on a post-2012 climate regime. Following intensive negotiations and with a 24-hour delay, the Parties reached agreement on the Bali Action Plan. It emphasises the willingness of all Parties to contribute to a future climate regime in line with their respective capabilities and determines that all Parties must report on their measurable and verifiable activities. Together with a range of other decisions it forms the Bali Roadmap, the negotiation mandate. The negotiations are to be concluded at the Climate Change Conference in Copenhagen in 2009.
