Implementation of the Water Framework Directive in Germany
Excerpt from the recitals for the elaboration of the European Water Framework Directive:
Water is not a commercial product like any other but, rather, a heritage which must be protected, defended and treated as such ... it is necessary to develop an integrated Community policy on water.
The European Water Framework Directive entered into force on 22 December 2000. Publication in the Official Journal paved the way for a coherent water protection policy in Europe, which will also bring about coordinated management of waters within river basins beyond country and Länder borders.
The German Federal Environment Ministry welcomes the Water Framework Directive which will contribute to a harmonisation of water protection within the growing Community and to a reduction in water pollution. The text of the Directive and a draft guide to the implementation of the Directive can be

German Guidance Document for the implementation of the EC Water Framework Directive

This Guidance Document is intended to make the complex structure of the Directive easier to understand for enforcement purposes across Germany, to ensure a uniform approach to implementing the Directive and to avoid any duplication of effort. We also want the Guidance Document to serve as an
example for other countries in Europe, especially since by providing advance information on the approaches being taken and the content of activities being pursued, it can help to stimulate discussion Europe-wide on the implementation of the Water Framework Directive.
